MIDDLESEX RUGBY DEVELOPMENT PARTNERSHIP

Development Partnerships were set up in 2005 following the RFU Schools, Students & Youth Review to integrate playing pathways and development resources so as to enhance rugby development within Constituent Bodies (Counties).

The Development Partnership involves all stakeholders involved in rugby for 7-24year olds. It manages rugby activity for Schools and Club Youth players and Students. It meets as an occasional Forum but operates by committees, answering to an Executive Committee. It ranks as a Standing Committee within the county.

In Middlesex we are working towards integration with Women’s’ Rugby cooperating where ever we can with the RFUW. This coming year we aim to create a County U14, U17 and Adult Women’s Squad

We operate under the banner “Middlesex Rugby” and regard ourselves as a centre for rugby in Institutes of Higher Education: “Middlesex, the Home of Student Rugby in London!”

We are referred to as the “MRDP” / “Middlesex RDP” / or “Middlesex Rugby Development Partnership”.

Partners include: RFUW, London Society of Referees, London Wasps RFC, ERFSU, SRU, BARA, and many London Boroughs.

Academy at London Scottish RFC

This season London Scottish will be establishing its own Academy with additional funding from the Scottish Rugby Union specifically for the development of Scottish-qualified players in the South East.

Players who have the potential to play professional and international rugby will join an elite training programme, attend master-classes and be eligible for representative and trial matches.

CLUB MIDDLESEX

This is an elite group within the Middlesex age group teams of selected players (approx twelve per age) who we acknowledge have talent and potential. We are tracking and monitoring their development, and providing master-classes and extra development sessions for them. Club Middlesex is being launched this season.

DISCIPLINE: Discipline procedures appear in the ERFSU Schools and Youth Handbook. Contact Caron Evans-Evans (CB Schools & Youth Discipline Sec) for advice prior to dealing with a case.

All Sending Offs in Schools’ and Club Youth matches, up to the age of U18, must be reported within 7 days to the CBSYDS, together with detail of the sanction imposed by the Head Teacher/Club.

The County Disciplinary Committee following the adult procedures will discipline U19s, and an U17/U18 playing in an U19 or adult team.

Playing Codes

Middlesex RDP subscribes to the RFU Good Player Code and expects all players to play with a positive spirit. We don’t tolerate racism, or bad conduct on or off the pitch.

We expect the same from Coaches, Parents and Supporters.

There should be no referee abuse on or off the field.

We support RFU Anti Doping policies and reject any role for performance enhancing substances or the recreational use of illegal drugs.

We expect player safety to be at the forefront of rugby planning and that Clubs and Schools make their home grounds safe environments.

Player Safety

Middlesex welcomes measures to reduce the over playing or over committing of the time of elite players and especially those with exam schedules, in line with ERFSU and RFU concerns over player safety and welfare.

We will fast track some boys of known talent past trials, exempt them from routine training, and occasionally send them straight to Divisional trials. At U16 and U18 we will not play talented players who wish to progress to Division unless they are rested on the eve of their County match.

We plan to have a physio present each time age grade squads play or have contact training. Mouthguards are to be worn by all players in county games and at contact training. Players should be aware that random drug testing can occur in representative teams.

All our managers and coaches working with U14-U18s are CRB checked and cleared as part of our commitment to making County Rugby in Middlesex a safe and enjoyable playing experience. We have a Welfare Manager (David Hiles) and each club should have a similar appointment.

All clubs involved in youth / mini rugby are required to appoint a Child Welfare Officer [CWO] who will receive appropriate training. All Club personnel regularly in contact with young people under 18 must under go Criminal Records Bureau clearance procedures via the RFU; clearances obtained from other bodies aren’t accepted at present.

Forms may be obtained from David Hiles or the RFU and completed forms should be returned to David Hiles.

Clubs are required to have a Code of Conduct covering players, coaches, parents and spectators. A copy should be lodged with David Hiles.

Incidents. All incidents of inappropriate behaviour or assault, either verbal or physical, by adults on young people in or related to the rugby environment must be immediately reported to David Hiles who will contact the RFU and advise on subsequent procedures. Written statements should be obtained from witnesses and parents.

David Hiles should be informed if disciplinary proceedings are to be taken within a Club against any adult involved in appropriate conduct towards a young person.

Representing Middlesex

The Selection criteria for playing representative rugby at all ages:

All players attending trials must qualify on one of these criteria:

i) He was born in Middlesex or

ii) His parents permanently reside in Middlesex or

iii) He is a student at a College or School in Middlesex (or affiliated to Schools’ RFU of Middlesex). or

iv) He is a member of a rugby club or university in membership of Middlesex.

The age grade teams are based on under X on 1st September 2006, but for the first time and only at County & higher levels the U17 and U18s are selected on 1st January 2007.
